In June we held the first workshop in our Safety Culture Toolkit Implementation Workshop Series, “Introduction to the Safety Culture Toolkit".
The workshop series has been designed to introduce organisations to the tools in the Safety Culture Toolkit and explain how its components work together to provide a consistent, industry-aligned approach to improving safety culture.
Our Safety Culture Toolkit is a set of resources designed to support our member companies build a strong and sustainable safety culture aimed at preventing harm to frontline workers.

The presentation then introduced the Safety Culture Framework. The Framework sets out the behaviours expected in a mature safety culture and is intended to provide all workers in our industry a common behavioural language.
The Workshop also provided an overview of the Safety Culture Survey, an engagement tool designed to assess safety culture maturity, identify focus areas and connect survey insights back to the Safety Culture Framework.
The session then highlighted additional Safety Culture Toolkit Implementation Tools, including:
- A Blueprint for Embedding the Safety Culture Framework,
- Embedding the Safety Fulture Framework - Blueprint Checklist,
- Safety Culture Framework Implementation Project Roadmap,
- Safety Culture Framework Integration Opportunity Assessment Tool, and a
- Sharing Success Stories template.
These tools were presented as flexible resources that organisations can adapt to their own size, maturity and operating context.
The presentation then moved on to two mini-case studies. The first was from Arrow Energy, which shared how it used the Safety Culture Survey within its Operations team, covering Projects, Wells and Operations. Arrow described using the survey to understand its current safety culture, identify areas of concern and develop targeted actions for improvement, with field leaders now working with teams on action plans.
The second case study was from INPEX, which described a six-year safety culture journey and its transition to the Safer Together Culture Framework in 2025. INPEX explained that it has used the Blueprint and Project Roadmap to guide implementation, while aligning its own internal HSE survey to the Framework’s themes and behaviours. The company is now working to embed the Framework across HSEQ processes, incident management, planned projects, campaigns and internal resources.
The workshop concluded with discussion questions and polls asking participants to consider where shared behavioural language could add value, which Toolkit elements were most immediately useful, and what an achievable early win might look like in the first period of deployment. The closing slides directed participants to the Safer Together website for resources, tools and templates, and previewed the next two sessions:
Workshop 2 – Safety Culture Framework in Practice

A practical workshop focused on using the Safety Culture Framework to inform everyday decisions and conversations about safety. The workshop explores the Framework’s behavioural themes and how they are used in practical terms to support a consistent approach and shared understanding to safety culture improvement.
What you’ll learn: Participants will workshop an implementation case study of the Safety Culture Framework guided by examples showing how the Safety Culture Framework is currently being used in practice.
Workshop 3 – Using the Safety Culture Survey
TBA | 12:30–2:00pm (AEST) - VIRTUAL
This workshop will start with an introduction to the Safety Culture Survey, demonstrating how it can be used to understand how the Safety Culture Framework behaviours are experienced across teams and workgroups within an organisation. The workshop focuses on understanding and interpreting the survey results and insights, and using this information to support constructive conversations and to provide practical next steps towards improvement in safety culture.
What you’ll learn: Participants will have a clear understanding of how to interpret their Safety Culture Survey results and how to best to use this information to support constructive conversations and design practical next steps towards improvement in safety culture.
