Our Land Transport Working Group is delighted to announce the launch of the Master Code Framework - Audit Terms of Reference & Guidance for Auditees.

The Framework is a unified audit framework, terms of reference and guidance aligned with the National Heavy Vehicle Regulator (NHVR) Master Code that integrates Safer Together Land Transport Specifications across heavy and light vehicle operations.

Assurance of Chain of Responsibility compliance and Safer Together Specification requirements is currently undertaken through varying audit approaches across our membership.  Historically, this has created duplication, inconsistency and reduced transparency across supply chains.

The Master Code Framework - Audit Terms of Reference & Guidance for Auditees standardises and simplifies the assurance process, providing a single integrated framework that covers both regulatory and Safer Together requirements.  It defines a uniform scope, audit criteria, reporting structure and rectification expectations - and improves consistency in how Safer Together's Heavy Vehicle Specification and Light Vehicle Specifications are implemented and verified across participating members.

This Framework is aimed directly at Queensland land transport operations under the NHVR jurisdiction.  Its structure is applicable across Australia where members operate in alignment with the NHVR framework.  Application beyond Queensland may be considered subject to jurisdictional alignment requirements.  

Adoption by Operator members applies to audits commissioned from Q3 2026 onward, following SLG endorsement, with incorporation into member audit commissioning processes during the 2026 cycle.
